What is Chanda Salli Meetare?

Chanda Salli Meetare is a campaign finance observation tool designed to enhance the capabilities of election monitoring organizations in Sri Lanka. It enables the observation and analysis of election expenditures for the upcoming elections in Sri Lanka, with the primary objective of supporting the implementation of the Regulations of Election Expenditure Act No. 03 of 2023 in Sri Lanka (REEA). Chanda Salli Meetare aims to contribute to the long-term goals of promoting transparency and accountability in Sri Lanka electoral process. By increasing public awareness of the role of money in election campaigns and its influence on voter decisions, Chanda Salli Meetare encourages citizen engagement in campaign finance observation through this dedicated website.

Scope of the Tool

Chanda Salli Meetare offers valuable insights into the campaign expenditures of election candidates, focusing on specific cost categories. Although it covers only a limited number of expenditure areas, it provides detailed analysis in key categories such as mainstream media, social media, public campaigns, public events, press conferences and launch ceremonies, and campaign offices. This tool will be implemented for the first time in the presidential election, tracking the expenditures of candidates, and providing detailed data to enhance the overall transparency in campaign financing, thereby upholding the integrity of the electoral process.

Sri Lanka New Law on Election Expenditure

For the first time in Sri Lanka, the Regulation of Election Expenditure Act No. 3 of 2023 regulates campaign finance in elections. The Act establishes limits on how much recognized political parties, independent groups, and candidates can spend during an election, with these limits being calculated by the Election Commission of Sri Lanka based on the number of registered voters and in consultation with recognized political parties and independent groups. The law prohibits accepting donations from government entities, foreign organizations, or anonymous sources. Any violation of these expenditure limits or donation prohibitions is considered an illegal practice and can result in penalties. Within 21 days of the election results, all parties and candidates must submit detailed returns of all donations received and expenses incurred along with relevant bills and receipts to the Election Commission of Sri Lanka. These returns will be available for public access.

Methodology

The methodology of Chanda Salli Meetare comprises a series of steps to ensure the credibility of the information collected before it is made available to the general public.

Deploying Election Observers

Once trained, EOs are deployed at the ground level in each electorate across the country. Each EMO, except Hashtag Generation and IRES, which will observe social media campaigns and mainstream media respectively, have allocated observers dedicated to observing the election expenditure of candidates in assigned electorates.

Submitting Expenditure Reports via the Observer App

Election Observers will gather information on election expenditures in their respective electorates and submit those data to the tool through the mobile application. The app facilitates real-time data and evidence collection and submission, ensuring timely and efficient reporting of campaign expenditures.

Verifying and Approval of Data

The Coordinator of each Election Monitoring Organization is responsible for verifying the data submitted by their EOs, smd on evidence. After verification, it will be available in the back-end system of the website for approval by the Secretariat. This process ensures the accuracy and credibility of the information before it is made publicly available.

Back-end System

The back-end system of the campaign finance observing tool plays a crucial role in calculating election expenditures smd on pre-determined costings and formulas. All information submitted by election observers will feed into this backend system to tally the total estimated cost spent by each presidential candidate at a given point of time. The mobile application designed for data collection is directly connected to the backend, ensuring seamless and real-time data transfer.

The Secretariat

A Secretariat will be set up to coordinate the joint mechanism for the monitoring of election expenditure. The back-end system will be handled by the Secretariat which will consist of a dedicated team of campaign finance experts representing each of the Election Monitoring organizations and an IT specialist. The tech expert will be available to assist during the campaign finance observation period, ensuring the smooth functioning of the system and addressing any technical issues that may arise.
